報關是指進出口貨物收發貨人、進出境運輸工具負責人、進出境物品所有人或者他們的代理人向海關辦理貨物、物品或運輸工具進出境手續及相關海關事務的過程，包括向海關申報、交驗單據證件，并接受 海關的監管和檢查等。報關是履行海關進出境手續的必要環節之一。
